How PenCom reforms is boosting pensioners’ welfare, restoring confidence

By Nana Musa,

For decades, retirement in Nigeria has often been associated with uncertainty, delayed payments and endless verification exercises that left many pensioners distressed.

However, a wave of reforms driven by the National Pension Commission (PenCom) is steadily changing that narrative, improving the welfare of pensioners and restoring confidence in the country’s pension system.

Established under the Pension Reform Act (PRA), PenCom regulates and supervises the Contributory Pension Scheme (CPS), which was introduced to ensure that workers receive their retirement benefits as and when due.

Over the years, the commission has deepened reforms aimed at addressing legacy pension challenges while strengthening transparency, efficiency and sustainability.

One of the most significant improvements is the regular and timely payment of monthly pensions to retirees under the CPS.

Unlike the pre-2004 defined benefit scheme, which was plagued by arrears and funding gaps, the CPS ensures that retirement benefits are funded during an employee’s working life.

The Chairman of the Contributory Pension and Happy Retirement Advocacy (COPEHRA), Mr Sani Mustapha, said that the shift had provided pensioners with predictability and peace of mind.

“The assurance that pensions are paid monthly without delay has significantly reduced the hardship previously faced by retirees,” he said.

He said that PenCom had also intensified efforts to clear outstanding pension liabilities inherited from the old defined benefit scheme with the support of the Federal Government.

Mustapha said that the commission had overseen the disbursement of funds to settle accrued rights and pension arrears, bringing relief to thousands of retirees who had waited years to receive their entitlements.

“Another major reform impacting pensioners’ welfare is the introduction of technology-driven processes.

“The adoption of biometric verification, electronic pension administration systems and online complaint resolution platforms has reduced the stress associated with physical verification exercises.

Pensioners can now update records, submit complaints and track resolutions with minimal travel, a development that has been particularly beneficial to elderly and infirm retirees,” he said.

According to Mustapha, PenCom’s strict supervision of Pension Fund Administrators (PFAs) and Pension Fund Custodians (PFCs) has strengthened accountability in the industry.

He said that through regular examinations and enforcement of guidelines, the commission ensured that pension funds were prudently managed and safely invested.

Available data show that pension assets have continued to grow, providing a stronger financial base for the payment of benefits.

This growth has also enhanced the capacity of PFAs to offer programmed withdrawals and annuities that are more sustainable for retirees.

The commission has equally expanded pension coverage to previously excluded segments of the workforce through the Personal Pension Plan (PPP).

Self-employed persons and workers in the informal sector can now save towards retirement, reducing the risk of old-age poverty.

A pension analyst, Mrs Marie Offor, said that the inclusion drive had a long-term welfare benefits, as more Nigerians are empowered to secure their future.

Offor said that PenCom had also strengthened consumer protection by enforcing prompt payment of retirement benefits and sanctioning operators who violate regulations.

She said that the commission’s active engagement with pensioners’ associations and other stakeholders had further improved communication and trust within the system.

Despite these gains, stakeholders acknowledge that challenges remain, particularly in the area of funding accrued rights and expanding coverage across all states and local governments.

However, they agree that the reforms have laid a solid foundation for a more humane and efficient pension system.

As Nigeria’s pension industry continues to evolve, many pensioners now approach retirement with renewed hope, confident that years of service will be rewarded with dignity and financial security.

For thousands of retirees across the country, PenCom’s reforms are not just policy adjustments; they represent a tangible improvement in quality of life after work.

The Federal Government approved N758 billion pension bond in Feb. 2025, with the Federal Executive Council (FEC) granting approval to clear backlog of pension liabilities.

One of the biggest activities in the sector was the announcement of a N758 billion bond approved by President Bola Tinubu to clear outstanding pension liabilities under the CPS in Feb. 2025.

The bond was targeted at clearing decade-long pension liabilities of retirees under the contributory pension scheme.

Briefing newsmen recently, the Director-General of PenCom, Ms. Omolola Oloworaran, said that the total amount released was N757.9 billion, with N387 billion earmarked for pension increases.

According to her, out of the N387 billion, N362.74 billion has already been disbursed to about 9.1 million retirees, while the remaining N24.7 billion is being processed for payment.

She said that the he disbursement also included N252 billion for accrued rights of federal workers who retired before the 2012 CPS, and N107 billion for the Pension Protection Fund to support low-income retirees.

She said that therewas also N10 billion specifically set aside to settle outstanding pension obligations for professors across federal tertiary institutions, with payments being made in batches.

In addition, Oloworaran said that N107 billion was remitted to cover a 2.5 per cent shortfall in the Federal Government’s pension contributions between 2017 and 2021, benefiting about 750,223 Retirement Savings Accounts (RSA’s) owners.

“More than N577.58 billion of the approved funds has already been credited to the accounts of retirees and contributors, directly impacting over 1.05 million RSAs nationwide,” she said.

The Director-General also recently inaugurated the Board of Trustees for the Pension Industry Health Care Initiative (PenCare), to provide quality and affordable healthcare for retirees under the CPS.

The Kano State Hospitals Management Board has acknowledged that the death of Aishatu Umar, a five-time mother, resulted from professional lapses at the Abubakar Imam Urology Centre, a government health facility in Kano.

According to a statement issued by the Board’s Public Relations Officer, Samira Suleiman, an internal probe initiated by the Executive Secretary, Dr. Mansur Mudi Nagoda, revealed that medical staff failed to remove surgical scissors from the patient’s body after an operation, a mistake that proved fatal.

Following the findings, the Board ordered the suspension of three staff members connected to the procedure, barring them from all clinical responsibilities with immediate effect.

The case has also been handed over to the Kano State Medical Ethics Committee, which will conduct a more detailed inquiry and determine appropriate sanctions in accordance with existing regulations and ethical guidelines.

“The Board extends its deepest condolences to the family of the late Aishatu Umar and sympathizes with them over this painful loss. We reassure the public that negligence will not be condoned in any form,” the statement read.

BREAKING: More Rivers Lawmakers back out of impeachment proceedings against Gov Fubara

Two additional lawmakers in the Rivers State House of Assembly have appealed to their colleagues to halt the impeachment moves against Governor Siminalayi Fubara and his deputy, Ngozi Odu, as calls for restraint within the legislature continue to grow.

The legislators, Barile Nwakoh, representing Khana Constituency I, and Emilia Amadi of Obio/Akpor Constituency II, made their position known on Wednesday, barely 48 hours after two other members of the House publicly distanced themselves from the impeachment effort.

Earlier on Monday, Sylvanus Eyinna Nwankwo and Peter Abbey had broken ranks with the Assembly leadership, urging lawmakers to approach the unfolding crisis with caution, dialogue, and a spirit of compromise rather than confrontation.

The dissenting lawmakers argued that impeachment should not be the first option in resolving disagreements between the executive and legislative arms, suggesting that alternative mechanisms could help de-escalate tensions and open the door to reconciliation.

The appeal was delivered during a press conference held in Port Harcourt, where the lawmakers said pressure was mounting from political leaders and stakeholders within and outside Rivers State to seek a peaceful resolution.

Addressing journalists, Nwankwo, the Minority Leader of the House and representative of Omuma Constituency, disclosed that several interventions had been made by respected figures calling for moderation and restraint.

He urged his colleagues to suspend the impeachment process and give room for dialogue in the interest of political stability in the state.

Abbey, who represents Degema Constituency, acknowledged allegations that the governor may have breached constitutional provisions but cautioned against an irreversible step such as impeachment.

He noted that while errors may have occurred, the focus should be on corrective measures and ensuring that any identified lapses are not repeated going forward.
