Group wants EFCC to investigate ex-Governor over alleged N1.5 trillion fraud
Network Against Corruption and Trafficking Initiative (NACAT) has urged the Economic and Financial Crimes Commission (EFCC) to investigate former governor of Akwa Ibom, Udom Emmanuel, over alleged misappropriation of state funds.
The group, which made the call in a petition to the EFCC against the former governor on Wednesday in Abuja, accused him of diverting over N1.5 trillion state funds.
The News Agency of Nigeria (NAN) reports that the petition was signed by its Executive Director, Investigation, Fejiro Tega; Operation Manager, Stanley Ugabe; and Michael Ekpo; with Victor Thompson for Akwa Ibomites.
“As a leading anti-corruption group in Nigeria, we will be failing in our duties and responsibilities if we turn a blind eye to the wanton corruption and embezzlement of public funds orchestrated by former Gov. Udom Emmanuel.
“We have painstakingly investigated and audited many of the financial records of the state available to us and detailed our findings here as part of our petition.
“The diversion of funds and primitive massive acquisition of properties by Udom and his family members, has left the residents and indigenes of the state wondering why the EFCC has not invited him for questioning and prosecution,” the group wrote.
NACAT noted that, in spite of the over N3 trillion that came into the Akwa Ibom State coffers under the eight years tenure of Udom, a staggering sum of N700 billion could not be accounted for.
“The former governor yet left a debt profile of over N500 billion and unpaid ongoing projects worth over N300 billion, with abandoned projects littered all over the state,” it stated.
NACAT said that the former governor, through his cronies, allegedly awarded contracts to companies owned by his allies through which funds were siphoned from the state’s coffers.
It alleged that Emmanuel diverted the state’s funds through security votes, which were never given to the security agents that it was meant for.
According to the group, over N4.5 billion was withdrawn and claimed to be given to security agencies in a space of six months, while over N10 billion was spent in 2018 alone, as security votes.
The anti-corruption organisation accused the former governor of spending over N100 billion to build 31 industries that never saw the light of the day.
“The 31 industries, which gulped over N100 billion have not been built till now beyond the four he did that died after their commissioning.
“The only completed and standard projects he completed are his houses in Ikoyi, worth over N3 billion, as well as his new house undergoing construction that is built entirely with concrete and no blocks.
“Greenwell Technologies Limited which was claimed to be a PPP actually had 100 per cent ownership by Akwa Ibom with N650 million paid by Udom in 2016 to kickstart the fertilizer company,” it further alleged.
NACAT also claimed that the state government was paying the Office of the National Security Adviser (ONSA) N1.5 billion yearly, ostensibly for supply of raw materials.
“Udom diverted all the billions made by the fertilizer company to a shell company in the U.S., named Greenwell Technologies LLC.
“He claimed that they were to supply raw materials, whereas it was ONSA that supplied raw materials and were already paid for.
“We also have cause to believe that Udom is a major shareholder of Globus Bank,” it further alleged.
“Majority of the state government’s accounts are now with Globus Bank right from when it was floated under his tenure in Akwa Ibom State and till now, the group added.
It also claimed that New Dawn Microfinance Bank in Uyo is owned by the former governor’s allies.
NACAT also alleged that the former governor used people as fronts to perpetrate such, adding that the microfinance bank was a money laundering bank used to warehouse money for him.
It said that the former governor also used his wife to buy a property worth 580,000 dollars in the U.S. located at 3939 Manor House, Drive, Charlotte, NC 28270.
Speaking with newsmen earlier, Mr Light Shedrack, Director of Compliance NACAT, said the group decided to officially send a petition to the EFCC chairman and would be ready to stand as witness in due course if called upon.
When contacted, the EFCC Spokesperson, Dele Oyewale, confirmed that the petition was submitted to the commission by the group on Wednesday.
However, Mr Stephen Abia, the media aide to the former governor, dismissed the allegation, describing it as baseless.
He said the petition was the handiwork of the enemies of the former governor, stressing that records were on ground to proof the achievements of his boss during his tenure.
Abia, who emphasised that the allegation did not hold water, said his principal ruled the state with utmost transparency and observed due process in all his dealings as governor.
According to him, most of the allegations were frivolous and unfounded.
The media aide, while describing the petition as a “trash, which should not be reckoned with”, said those who wrote it had no good record, and were known for their notorious activities.(NAN)

Tinubu seeks security agencies’ synergy for effective crime-fighting at Senior Police Officers’ Conference
President Bola Tinubu has sought more synergy among security agencies in the country to combat crimes more effectively.
Tinubu, represented by Vice President Kashim Shettima, said this at the opening ceremony of the 2025 Conference and Retreat for Senior Police Officers, held in Abeokuta on Monday.
The News Agency of Nigeria (NAN) reports the programme is themed “Improving Nigeria’s Internal Security and Economic Prosperity Through Inclusive Policing”.
The president noted that synergy among all security agencies remained vital to eliminating banditry, kidnapping, armed robbery, and other forms of criminality.
He stated that internal security was fundamental to creating an environment where businesses and investment flourish.
He added that his administration had prioritised security agencies under operational capability, ensuring they were well-equipped to confront emergencies and effectively combat crime.
The president stressed that the conference’s theme aligned seamlessly with his administration’s core objectives.
“We are committed to fostering economic growth by leveraging the vast potentials of our human and natural resources.
“However, this vision is unattainable without a stable internal security landscape from states under collaboration.
“I reaffirmed our administration’s commitment to enhancing the institutional capacity of the Nigeria Police Force (NPF), ensuring it is more effective and well-positioned to fulfill its constitutional mandates,” he said.
Tinubu noted that the present administration was working to bridge existing security infrastructure and equipment gaps through comprehensive and sustainable programmes.
“The programmes include renovating police barracks, including mobility and upgrading essential combats and protective gears.
“These ongoing efforts, complemented by efforts of state governments, will certainly inspire confidence and reposition the Nigeria Police Force,” he said.
The president mentioned the implementation of the new minimum wage among many others as steps taken to enhance the welfare of Nigerian workers, including police personnel.
“We will continue to collaborate with police leadership to provide financial incentives to motivate officers and all security personnel to perform at their highest level,” he said.
Tinubu explained that his administration remained committed to supporting NPF in meeting up with its crucial role of keeping Nigeria safe and united.
In his remarks, the Inspector-General of Police (I-G), Kayode Egbetokun, noted the gathering served as a crucial platform for assessing the police administrative and operational strategies.
Egbetokun explained that it was also an avenue to exchange insights and realign policing objectives with the nation’s evolving global security landscape.
“Building on the successes of previous conferences, we have undertaken major reforms in investigative procedures, prioritising forensic analysis, digital case management, and improved judicial collaboration.
“The reorganisation of the Force Criminal Investigation Department (FCID) and other specialised units has been a priority, ensuring that our detectives operate in line with globally accepted best practices.
“Moving forward, all commands and formations have been mandated to implement a comprehensive action plan aimed at reducing crime rates by 50 per cent in 2025,” he said.
Gov. Dapo Abiodun of Ogun commended the leadership of NPF for its commitment to protecting the lives and property of Nigerians.
Abiodun reaffirmed that his administration would continue to assist all security agencies in safeguarding a peaceful state. (NAN)

JUST IN; Naira gains against Dollars as CBN sustains FX reforms
The Naira appreciated further at the official market on Monday, trading at N1,497.11 against the Dollar.
Data from the Central Bank of Nigeria (CBN) website showed that the Naira gained N3.62.
This marks a 0.24 per cent increase compared to Friday, Feb. 21, when the local currency closed at N1,500.73 to the Dollar.
The Naira has remained relatively stable against the US Dollar since December 2024, following CBN’s sustained reforms aimed at ensuring transparency in the Foreign Exchange (FX) market.
Analysts have continued to commend the CBN’s sweeping reforms to support the local currency.
Bismarck Rewane, financial expert and CEO of Financial Derivatives Company Ltd., also praised CBN’s efforts in media appearances on Friday and Monday.
He stated that the apex bank spent $8 billion to defend the Naira, insisting the interventions were necessary and aligned with the bank’s mandate. (NAN)

I will empower you, create jobs for you – President Tinubu promises Nigerian Youths
President Bola Tinubu on Monday said the Federal Government would continue to prioritise the development of the digital economy to enhance youth empowerment and job creation.
The President made the pledge while receiving a report titled “Digital Economy, Youth Empowerment and Sustainable Job Creation in Nigeria: Issues, Challenges and Opportunities,” presented by participants of the Senior Executive Course 46 National Institute for Policy and Strategic Studies, Kuru.
In their eight-point recommendation, the course participants urged the Federal Government to expedite the enactment of the Digital Economy and e-Governance Bill 2024 and encourage states to waive the Right of Way fees on deployment of telecoms infrastructure.
The participants also recommended that the President issue an Executive Order mandating all Ministries, Departments, and Agencies to migrate to the OneGov.ng portal.
They advocated adopting a Quintuple-Helix Model to promote the digital economy, youth empowerment and sustainable job creation.
Other recommendations were: promoting long-term funding for the 3MTT scheme, accelerating the transition from IPv4 to IPv6, establishing Digital Health Innovation Hubs across Nigeria, and developing a preventive maintenance application for the nation’s automotive industry.
Responding, President Tinubu directed the Minister of Communications and Digital Economy to coordinate with the group and present their recommendations to the Secretary to the Government of the Federation and the Head of the Civil Service for streamlined implementation.
Emphasising the importance of youth empowerment through innovation and digital skills development, President Tinubu said: “At the core of our administration is youth empowerment. We cannot relent on that, and we need everyone’s collaboration.
“I have listened carefully to your recommendations and the thorough work you did. We will continue to engage the Institute as a resource centre and Think Tank.
“As Nigeria’s foremost policy Think-Tank, you have highlighted the overlap of some government agencies, and we’ll look at that.
“You are an asset to our country, and I thank the participants for their dedication to their studies. We will continue to collaborate with you for the prosperity of our country.”
Highlighting the importance of data in national planning, President Tinubu told the meeting he had earlier met with officials from the National Population Commission to discuss the upcoming census.
Prof. Ayo Omotayo, the Director-General of NIPSS, said during the year-long engagement, course participants undertook study tours across Nigeria and abroad, exploring the theme of their study.
“We recognise that in an era where technology drives innovation, Nigeria must aggressively leverage its youthful population to build a thriving ecosystem. The opportunities are boundless, from Fintech to Agri-Tech, E-Commerce to Artificial Intelligence.
“However, systemic challenges such as infrastructural deficits, inadequate digital skills, and regulatory bottlenecks must be addressed.
“Our findings highlight the urgent need for targeted policies that foster an enabling environment for startups, enhance access to finance, and expand broadband penetration,” he said.
Mr Bosun Tijani, the Minister of Communications and Digital Economy, announced that the Digital Economy Bill, currently before the National Assembly, would undergo public hearings in all 36 states and the Federal Capital Territory before its passage in the second quarter of 2025.
According to him, this is the first time legislation will be subjected to such an extensive review.
Regarding Right of Way fees, the minister said 11 states had responded to the Federal Government’s request to waive the charges, a move aimed at facilitating broadband infrastructure expansion.
He expressed optimism that all states in the federation would comply with this initiative before the end of the second year of the Tinubu administration.
On Nigeria’s progress in internet protocol transition, Tijani stated that the country was on track to become one of the first in Africa to migrate fully from IPv4 to IPv6.
He added that in 2024, the Federal Government approved a two billion-dollar investment into 90,000 kilometres of fibre optic cables to ensure nationwide broadband coverage.
He said the project would have the third-longest fibre network in Africa, following South Africa and Egypt.
According to the Minister, the project has made significant progress, with support from the Ministry of Finance and a 500 million-dollar commitment secured by the World Bank.
In his intervention, Mr Wale Edun, the Coordinating Minister of the Economy and Minister of Finance, noted that the ICT sector contributed 16 per cent to Nigeria’s gross domestic product in 2024.
He emphasised the government’s commitment to prioritising the sector as crucial for economic stability and job creation. (NAN) (www.nannews.ng)
