JUST IN: Court orders Police, IGP to stop nationwide enforcement of Tinted Glass Permit
A Delta State High Court sitting in Orerokpe has restrained the Nigeria Police Force from resuming the enforcement of the tinted glass permit policy across the country.
The court, in an ex-parte ruling delivered on Tuesday, ordered the Inspector General of Police, the Nigeria Police Force and the Commissioner of Police in Delta State to suspend any action aimed at reintroducing the policy.
Justice Joe Egwu also directed that the police must not harass, arrest, detain or extort motorists or members of the public under the guise of enforcing the tinted glass permit regulation.
In addition, the court barred the IGP, the NPF and their officers, agents or representatives from conducting government business through the Parkway Projects Account, described as a private contractor’s account, pending the determination of the substantive suit.
The interim orders will remain in force until the court hears and determines the main application.
The ruling followed an ex-parte application filed by a Nigerian citizen, Mr. Israel Joe, in suit number HOR/FHR/M.3/2025. He was represented by a team of lawyers led by Senior Advocate of Nigeria, Kunle Edun.
With the court’s decision, the planned resumption of nationwide enforcement of the tinted glass permit policy earlier announced by the police for January 2, 2026, has been effectively halted.
The judge said: “An order of interim injunction restraining the 1st and 2nd respondents, their officers, men, agents, privies and/or contractors from implementing, enforcing or further implementing/enforcing the Tinted Glass Permit Policy scheduled to commence on January 2, 2026, pending the hearing and determination of the substantive application in this suit.
“An order of interim injunction restraining the 1st and 2nd respondents, their officers, men, agents, privies and/or contractors from stopping, harassing, arresting, detaining or extorting citizens/motorists under the guise of enforcing the Tinted Glass Permit Policy, pending the hearing and determination of the substantive application in this suit.
“An order of interim injunction restraining the 1st and 2nd respondents, their officers, men, agents, privies and/or contractors from continuing to use the Parkway Projects Account (a private contractor’s account) to conduct any government business, pending the hearing and determination of the substantive application in this suit.
“An order for substituted service on the 1st and 2nd respondents through the 3rd respondent at the Delta State Police Command Headquarters, Asaba, and for such service to be deemed good and proper service.”
